Below is a schematic showing the key elements of the water resource planning process. The process is relatively straight forward. The planner (red boxes) takes source information (blue boxes) and uses it to meet the needs of the consumer (yellow boxes). The goal of the planning process is to produce a water resource plan that usually becomes part of a comprehensive plan. The water resource plan is implemented by the public works staff to meet the needs of the consumer.
